Offshore monitoring complex (OMC)

     Vulnerability assessment of the port facilities, ports and oil and gas structures of the Russian Federation shows that the land-side security is on an acceptable level in most cases. On the other side the security from the shore has a major deficiency of security systems. The surface of the water on short range is easily being watched by the CCTV, which helps to locate and identify intruders. But mostly there is not enough time left to fulfill required measures to restrict access or unlawful acts agains the protective object.
     The security of the underwater area of offshore, the area near oilrigs and carbohydrates load-unload terminals (transshipment points) is even worser. There is a considerable deficiency of modern detecting and countermeasures devices.
     To ensure the security of port facilities, ports and stationary oilrigs it is suggested to install a complex of surface-underwater detection devices, which ensures:

  • full control of straits, which allows to enter the arctic sea, including the detection of ships and submarines, which can be used to transport combat divers, detection of other dangerous activities;
  • the defense of the offshore against means of transportation of subversives divers: small submarines, combat and high-speed boats, boats made out of stealth materials and others, which could have been transported by large seagoing vessels. For such a protection (up to 40 km) long range protection (Configuration №1) shall be used;
  • the defense of separated oil and gas facilities against combat diversis very effective by means of the low range configuration (Configuration №2). It includes the control for  lethal and non-lethal weapons to ensure the of capturing or disengaging of the attackers.

     The mentioned Configurations are should be integrated in each other to ensure a full protection and also be integrated with other security systems like CCTV, thermovision/ target tracking and alarm and report systems.

Configuration №1 consists of a compact direct-listening sonar system, intended for locating small low-noise submarines on a distance of 3 km.

      Surface targets, including combat boats, motor rubber boats – on a distance of up to 40 km.
     Addition sonar’s can be added easily on customers request to ensure a longer range of underwater protection.
     Configuration №1 ensures the automatic classification, direction finding, target speed and transfers the information to the security station.

     The system has also a self-contained and a cable version, which are anchored to the bottom:

  • the first one on a depth up to 1500 meters;
  • the second – 300 meters.
     A set of 8 sonars allows to control a boundary of ca. 40 km, and a set of 20 pieces – 100 km. The maximum distance between the nearest sonars and the control station is set to 60 km, allowing .to start monitoring of the water surface and underwater activity long before the secured facility.  
     The self-contained version can be remote controlled from a distance of up to 10 km through the hydroaccustical connection.
     Guaranteed working time of the of the cable version is 20 years. The self-confident version needs recharging of the batteries every 6 months, to save the charge it is possible to turn off the station, with the possibility to turn it on again via h/a control channel.

     The cable version has no batteries container, radio buoy, reel buoy. Instead it has a underwater-sound  communication equipment - fiber-optical communication line modem.

     The cable version is provided with underwater switchboards, with up to 4 connections. This switchboard can be connected to another switchboard etc., providing a large number of possible configuration an detection range.

     The control station consists of a control panel, fiber-optical communication line modem and an electrical power supply.

     Configuration №2 is designed for detection of combat divers and underwater carriers.
Detection range:
  • combat diver – 300 m;
  • carrier – 400m;
  • small-sized self-propelled submarine – 700 m;
The messuaring precision:
  • distance – 5 m;
  • direction – 2 degree.

     The whole system consists of a detector, control panel with software and external power supply and wirings.
     The detector itself is a small-sized and low range marine sonar.
     The operator control panel not only displays the current situation, but at the same time it controls up to 4 lethal/non-lethal weapon systems.

  1. Underwater block (sonar): 512x945mm, weight – 71 kg.

  3. Power supply: 500x400x200mm, weight-40 kg.

Installation example
     Regarding underwater security, two possible cases should be examined:

  • Protection and defense of objects located offshore (oil and gas rigs, objects of underwater extraction);
  • Protection and defense of the carbohydrates load-unload terminals- transshipment points.

     For examination of the first case, a typical oil-rig (100x100 m) or a underwater extraction object (with the similar size) are taken as protective objects. To provide full underwater security, long-range (Configuration №1) and low-range (Configuration №2) shall be installed and integrated in one system.
     Configuration №1 shall be installed as a circular security border with a radius of 7-10 km.
     To install such a system, 12 compact direct-listening sonars are recommended.

     The low-range security boarder is formed using 2-3 sonars (Configuration №2), located on the underwater part of the platform (pic. 5).

     Regarding the second case- transshipment points, are more good secured using low-range sonars (Configuration №2) only. A pair of sonars shall secure the transshipment point, and an other sonar the unloading tankers. The long-range protection in this case is formed using the geographic features – the defense of the entre to the bay, where the terminal is located.
     In this case the operator control panel can be combined with the security post that controls the entry and the navigation in the bay, and is equipped with modern radar, all means of communication.
     Both mentioned Configurations are used is several bays of the Russian Federation and on naval facilities of the Russian navy.
